after imported a SSL cert, and using a SSL cert tool to test SSL cert, you noticed the following error r/e private key installation failure.

this is caused the account (even it is local admin) you are using does not have right permission on the folder where SSL cert installing to.

the location of this folder is:

assigning administrator full control to the folder, and remove SSL cert, and re-import.
